Sir,

In the hope that my long practical experience in the manufacture of munitions of war may be of some value to the country I beg to place my services at your entire disposition.

I am 57 years of age, an Associate Member of the Institution of Civil Engineers, I have had 13 years with the Elswick Works and 27 year Superintendent of the Chinese First Arsenal at Shanghai, where I had the entire control of the Laying out of Workshops, Designing and Manufacturing the Special Machine Tools and Training the unskilled workmen to manufacture all kinds of Munitions of War.

Highest references can be given. I may state that I have already offered my services to Mr. Geo. Booth's Committee in April of this year.

I shall be glad to wait upon you, or your representative, at my address, in order that you may satisfy yourself as to my bona fides. A telegram to the above address will find me at once.
